THE REASON IT DOESN’T HAVE AUDIO BECAUSE IT APPEARS THE OFFICER DOES NOT START RECORDING UNTIL AFTER THE SHOOTING HAPPENED. THE CAMERA PICKS UP 30 SECONDS OF VIDEO PRIOR TO WHEN THE OFFICER CLICKS IT ON. BUT IT DOES NOT PICK UP THAT PRIOR 30 SECONDS OF AUDIO.>>THE TECHNOLOGY DOES NOT SUPPORT CAPTURING THE ENTIRE VIDEO AND AUDIO FOR THE ENTIRE TOUR OF DUTY. THE CAMERA ACTUALLY RECORDS THE ENTIRE TOUR WHEN IT’S ON. MEANWHILE, THE FRATERNAL ORDER OF POLICE HAS TAKEN THE POLAR OPPOSITE VIEW AND SAY THE POLICE DID EVERYTHING THEY WERE SUPPOSED TO DO. FOP PRESIDENT SAID QUOTE… AND ALL OF THIS COMES AS THE POLICE HAVE GONE A YEAR WITHOUT A LABOR CONTRACT WITH THE CITY AND AS THE CITY NEGOTIATES A CONSENT DECREE TO HAVE FEDERAL OVERSIGHT OF POLICE REFORM. IT IS A VERY HEATED SITUATION BETWEEN THE MAYOR AND POLICE, BETWEEN THE MAYOR AND COMMUNITY GROUPS AND BETWEEN ALL OF THESE PARTIES RIGHT NOW.>>A LOT GOING ON. BUT HE OFFERED LITTLE GUIDANCE ON WHAT THAT LESSON IS AND WHO SHOULD BE LEARNING FROM IT. ON THE ONE HAND MANY RESIDENTS HARBOR ANGER AND MISTRUST OF LAW ENFORCEMENT THAT WAS MADE CLEAR OVERTHREE NIGHTS OF PROTEST IN THE SOUTH SHORE NEIGHBORHOOD WHERE THE SHOOTING TOOK PLACE. ON THE OTHER HAND POLICE TASKED WITH PROTECTING THESE COMMUNITIES OFTEN HAVE TO MAKE SPLIT-SECOND DECISIONS OVER WHO IS A LAW-ABIDING CITIZENNESS WHO IS NOT. AND HERE TO GIVE US THEIR THOUGHTS ON THIS TEACHABLE MOMENT ARE FORMER OFFICER BRIAN WARNER WHO SERVED IN THE SUPPORT GROUP CHICAGO POLICE SURVIVORS. A POLICE-INVOLVED SHOOTING IS ONE OF THE MOST DIFFICULT AND EMOTIONAL INVESTIGATIONS IN LAW ENFORCEMENT. IF YOU STEP BACK AND IT AFFECTS THE COMMUNITY AND IT AFFECTS THE VICTIM/OFFENDER AND HIS FAMILY AND THE OUTCRY FROM THAT. AND ONE GROUP THAT PEOPLE FORGET ABOUT. THE OFFICER WHO HAD TO TAKE THAT ACTION. THIS IS AN OFFICER JUST OUT OF THE ACADEMY WHO HAD TO TAKE THAT LIFE BECAUSE THE PERSON WOULD NOT COMPLY. IT IS SIMPLE COMPLIANCE. THERE ARE ENOUGH TOOLS AND AGENCIES THAT INVESTIGATE WRONGDOING BY THE POLICE. IF YOU THINK YOU ARE MISTREATED AND NOT BEING TREATED PROPERLY STEP BACK TAKE THAT ARREST AND GO AND MAKE YOUR COMPLAINT. WE HAVE ENOUGH AGENCIES THAT INVESTIGATE THE POLICE.>>REVEREND SAEED RICHARDSON WHAT DO YOU SEE?>>I SEE A SITUATION THAT DRAWS PAIN AND FRUSTRATION A SITUATION WE SEE REPEATED OVER AND OVER AGAIN. THERE IS NO DEESCALATION OF THE SITUATION. IT GOES FROM AN INTERACTION TO SOMEONE GETTING KILLED.>>BECAUSE THERE IS NO AUDIO ON THAT VIDEO WE CAN ONLY TAKE THE WORD OF THE FOP THAT THIS MAN WAS GIVEN COMMANDS THAT HE DID NOT FOLLOW. DO YOU BELIEVE THAT THIS SITUATION REVOLVES AROUND THAT? I SEE POLICE OFFICERS WALKING AND I SEE ON A WEAPON AND A FIREARM AND A TASER. IT’S INTERESTING WHENEVER THIS SITUATION HAPPENS WE IMMEDIATELY SEE PULLING OUT A WEAPON AND HAVING A LETHAL SHOT.>>THIS IS PART OF CHICAGO POLICE DEPARTMENT POLICY THAT THEY CHANGED TO STOP USING TASERS OR USE TASERS LESS FROM PEOPLE THAT ARE FLEEING FROM THEM. SO IS THAT A PROBLEM?>>I THINK ONCE AGAIN IT GOES BACK TO THE SITUATION ARE THEY TRYING TO DEESCALATE THE SITUATION? IT IS NOT JUST VERBAL IT CAN BE A HOST OF FACTORS AND WE DON’T SEE THAT. WHAT ABOUT THE SAFETY AND THE CONCERNS WHO IS THE COMMUNITY MEMBER?>>IF THIS IS GOING TO BE A TEACHABLE MOMENT AS THE MAYOR SAID, I WANT TO FOCUS ON TWO FRAMES FROM THAT VIDEO THAT HOPEFULLY WILL BE A TEACHABLE MOMENT FOR BOTH SIDES. LET’S LOOK AT IT. IN THE VIDEO, HARITH AUGUSTUS APPEARS TO BE TO HAVE GOTTEN OUT HIS WALLET AND WAS PERHAPS TRYING TO SHOW THE OFFICERS HIS FOID CARD AND HE HAD A PERMIT TO CARRY A FIREARM BUT SO FAR TO HAVE A FIREARM BUT HE DID NOT SO FAR HAVE WHAT APPEARS TO BE A CONCEALED CARRY PERMIT. IN THE SECOND FRAME, THE POLICE OFFICER ONE OF THE POLICE OFFICERS GRABS HIS ARM JUST AS HE IS GETTING OUT HIS WALLET PERHAPS THINKING HE IS GOING TO REACH FOR THE GUN THERE. THIS IS NOT SO MUCH ABOUT BREAKING DOWN WHAT HAPPENED IN THE INCIDENT, BRIAN WARNER, THIS IS TALKING ABOUT THESE ENCOUNTERS AND POLICE ENCOUNTERS AND BUILDING TRUST. HOW CAN THE SITUATION BE MADE BETTER? HOW CAN THE RELATIONSHIP BETWEEN THE POLICE AND THE COMMUNITIES THAT HAVE A LOT OF MISTRUST FOR THEM BE IMPROVED?>>WELL, BOTH SIDES. IF WE ARE GOING TO MONDAY MORNING QUARTERBACK I KNOW THE TRAINING I HAD IN THE POLICE DEPARTMENT 20 YEARS AGO AND I’M SURE IT’S MORE EXPANSIVE WITH VERBAL COMMANDS. THE WHOLE TIME THEY ARE TALKING TO THE GENTLEMAN. SHOW US YOUR ID. PUT YOUR HANDS BY YOUR SIDE. BECAUSE WE ARE TRAINED OBSERVERS. IF THEY SAW HIS SHIRT GO UP AND THE BUTT OF THAT GUN OR ADJUST IT AND THEY KNOW HE HAS A WEAPON, OF COURSE THEY ARE GOING TO BE ON HIGH ALERT AND MAKE SURE HE HAS NO ACCESS TO IT. HE IS A CITIZEN IN THE COMMUNITY WITH A WEAPON HE SHOULD NOT HAVE. THAT IS THE TYPE OF PEOPLE YOU WANT TO INVESTIGATE AND FIND OUT WHY HE HAS THE GUN. IF HE COMPLIES AND SAYS I HAVE THE GUN FOR MY SAFETY, HE IS PROBABLY GOING TO GET A LESSER CHARGE AND BE OUT OF JAIL IN A COUPLE WEEKS AND MOVE ON WITH HIS LIFE. HE DOES NOT COMPLY HE WANTS UP DEAD AND HOW MANY CITIZENS LIVES ARE PUT IN DANGER?>>THE DIFFICULTY WITH THE COMMENT WE ARE MAKING A DECISION WITHOUT HAVING THE FACTS.>>AND THAT IS ASSUMING THINGS ALL ALONG.>>WE HAVE A PERSON WE HAVE JUST SEEN THE CARD. WE HAVE NOT HAD THE OPPORTUNITY TO EXPLORE YOU CANNOT MAKE THE DECISION UNLESS YOU HAVE ALL THE FACTS. SO A NUMBER OF SOLUTIONS WE CAN DO: UP WITH, WE NEED TO HAVE A SYSTEM WHERE WE HAVE A COURT DECREE TO GET THE PROCESS STARTED. AND SECOND A WAY IN WHICH COMMUNITY BASED POLICE OVERSIGHT IS PART OF THE SOLUTION. THE COMMUNITY NEEDS TO BE AT THE TABLE IN MAKING THE DECISION. AND LASTLY A WAY IN WHICH THE POLICE CONTRACTS ARE BEING REFORMED AS WELL. PART OF THE DIFFICULTY WE SAW THIS IN LAQUAN McDONALD POLICE WERE ALLOWED TO COLLABORATE AND COME UP WITH A STORY WE FOUND OUT WAS NOT NECESSARILY TRUE. IT IS PAINFUL THING TO LOOK AT HARITH AUGUSTUS’ DEATH AND WE DON’T KNOW THE OFFICER WHO PULLED THE GUN. IF I WERE TO COMMIT A CRIME BY 11:00 P.M. IT IS BEAUTIFUL. THE ART PARTICULAR WILDERNESS IS CHALLENGING AND THERE IS DANGER. THERE ARE EXOTIC ANIMALS AND RUGGED MOUNTAINS AND THE WEATHER IS DIFFICULT. WILD WATER WATER RIVERS BUT IT IS BEAUTIFUL.>>THE BEAUTY THAT ATTRACTED YOU.>>THE BEAUTY AND THE EXCITEMENT. AND Dr. ROBERT MARSHALL BACK IN THE 1920s AND 30s EXPLORED THIS AREA AND HE COINED THE NAME GATES OF THE ARCTIC FOR TWO MOUNTAINS. AND HE TALKED ABOUT THE SOLIS, THE SO LEGALITY, THE — SOSOME SOLEMNITY AND THE SPIRITUAL REWARDS AND I HAVE TO CONCUR ON HIS PERSPECTIVE.>>HOW AND WHEN DID YOU START EXPLORING THE ARCTIC?>>SOME BACK IN 1966 AND I’VE CONTINUED SINCE THEN. THE FIRST WEEK OF JANUARY IN 1975, I HAPPENED TO BE IN THE HEADQUARTERS FOR THE PARK SERVICE FOR GATES OF THE ARCTIC BUT IT’S 20 MILES FROM THE BORDER. THIS PARK IS COMPLETE WILDERNESS. THERE ARE NO VISITOR FACILITIES OF ANY KIND. ONE OF THE THINGS THAT IS SAID ABOUT THE ARCTIC WILDERNESS THE BEAUTY BEGINS WHERE ALL THE ROADS END. AND NO ROADS LEAD TO GATES OF THE ART PARTICULAR NATIONAL PARK.>>YOU HAVE — ARCTIC NATIONAL PARK.>>ANY CLOSE CALLS?>>THERE HAVE BEEN SOME. TWO INSTANCES WHEN I’VE BEEN CHARGED WITH GRIZZLY BEARS AND THEY ARE DOCUMENTED IN THE BOOK. GRIZZLY BEARS ARE ELOQUENT THEY ARE MAGNIFICENT ANIMALS AND THEY CAN RUN FASTER THAN THE FASTEST RACE HORSE AND WEIGH UP TO 1,000 POUNDS. BUT THEY ARE ELOQUENT THEY TELL YOU WHAT THEY ARE GOING TO DO. THERE ARE TWO REASONS THEY WOULD CHARGE YOU ONE IS TO KILL YOU OR TWO THEY ARE ESTABLISHING THEIR TERRITORY AND BEING SURE YOU KNOW WHERE THEIR TERRITORY IS. THEY DESCRIBE FOR YOU WHAT THEIR SIGNALS ARE AND THEN YOU HAVE TO INTERPRET THEM. THE PROBLEM IS YOU HAVE TO DO IT IN THE SPACE OF A HEART BEAT OR TWO.>>WHEN YOU WERE CHARGED? IT WAS NOT TRYING TO KILL YOU?>>IT WAS A TERRITORIAL CHARGE YES.>>HOW DO YOU MANAGE THAT?>>I GO INTO THE DETAIL IN THE BOOK BUT BASICALLY, YOU SPEAK LOUDLY TO THEM AND YOU NEVER SHOW FEAR. YOU NEVER RETREAT. AND THE PARK SERVICE ALWAYS INSURES THAT WE ARE TRAINED IN THE USE OF 12 GAUGE SHOTGUNS. AND WHAT THEY CALL BEAR SPRAY. ALWAYS HAD THAT BUT I’VE NEVER USED EITHER AND I’M PROUD OF THAT.>>WORTH THE RISK?>>ABSOLUTELY. ABSOLUTELY. ABSOLUTELY. ANOTHER TIME WAS A BEAR I WAS THERE THE NEXT PERSON WAS 100 MILES AWAY. BUT I CAME UPON A MOTHER GRIZZLY NURSING HER CUBS AND I TOOK PICTURES. AND THERE ARE OTHER ANIMALS EXOTIC ANIMALS, POLAR BEARS AND CARIBOU, THE MIGRATIONS OF THE CARIBOU ARE FABULOUS AND THE MIGRATIONS OF THE SALMON. AND THIS AREA OF NORTH AMERICA IS WHERE HUMAN HABTATION BEGAN WHEN THERE WAS A BRIDGE A LAND BRIDGE CONNECTING ASIA AND NORTH AMERICA, 20,000 YEARS AGO WHEN PEOPLE FIRST ENTERED THIS AREA AND WE HUMAN BEINGS FIRST STARTED THERE. THEY WERE THE FIRST INHABITANTS OF WHAT IS GATES OF THE ARCTIC NATIONAL PARK THEY WERE THE FIRST AMERICANS.>>IS THIS EXPLORATION FOR EVERYONE. YOU’VE HAD SPECIAL TRAINING?>>NO, IT’S NOT BUT I ENCOURAGE EVERYONE TO VISIT ALASKA. THERE IS NOT A BAD WAY TO GO TO ALASKA. IT IS A MAGNIFICENT PLACE THERE ARE SO MANY THINGS THAT ARE THERE TO SEE AND EXPLORE. THERE ARE 100,000 GLACIERS. SOON THEY WILL NOT BE ANYMORE. AND THE LAST SHOT OF THE UNITED STATES CIVIL WAR THREE MONTHS AFTER THE COURTHOUSE SURRENDER WAS FIRED IN ALASKA. THERE’S SO MANY THINGS THAT IT IS A MAGNIFICENT PLACE TO VISIT. AND IT’S NORTH OF THE ART PARTICULAR CIRCLE AND ARCTIC CIRCLE MOVES NORTH ABOUT 50 FEET EVERY YEAR.>>AND THE BOOK IS ABOUT LOTS OF BEAUTIFUL LANDSCAPES DID YOU SET OUT TO PHOTOGRAPH AND DOCUMENT OR TO EXPERIENCE AND ALONG THE WAY TAKE GREAT FOR PHOTOS.>>THE LATTER. I WAS GOING THERE AND I TOOK A LOT OF PHOTOGRAPHS. BEAUTIFUL, BEAUTIFUL PLACES TO VISIT. AND I COMPARED IN THE BOOK MANY PLACES IN THERE WITH PARKS ALL OVER THE WORLD. PARKS THAT I VISITED IN CUBA, GUATEMALA, ASIA, NORWAY, SWEDEN, GERMANY, ANYWAY, I WANTED TO SHOW THOSE AND I TOOK LOTS OF NOTES. TWO YEARS AGO, I COMPLETED A WALK ON FROM LOURDES FRANCE TO SPAIN 675 MILES THAT IS WHEN I MADE THE DECISION TO WRITE THIS BOOK I PUT IT TOGETHER IN MY MIND AND MY WIFE WAS THE EDITOR OF IT. IT WAS A FAMILY PROJECT.>>AND YOU ARE A UNIVERSITY PROFESSOR IS THIS BOOK SOMETHING WE CAN LEARN ABOUT THE ARCTIC?>>ABSOLUTELY. THERE IS A GREAT DEAL OF INFORMATION IN ADDITION TO THE PHOTOGRAPHS WHICH I TOOK THEM BUT THEY ARE BEAUTIFUL PLACES. I HAD A GOOD CAMERA AND THEY ARE BEAUTIFUL. BUT I HAVE QUITE A LOT OF INFORMATION ABOUT THE ARCTIC WILDERNESS. IT IS A MAGNIFICENT PLACE AND EMOTIONAL. AND THE TIME THAT ONE SPENDS ALONE IN THE ARCTIC IS MAGNIFICENT. WHEN I RETIRED, I STARTED VOLUNTEERING WITH THE NATIONAL PARK SERVICE AS A VOLUNTEER BACKCOUNTRY PATROLLER. ONE OF MY JOBS IS THAT I WAS GUESS A GUIDE A MENTOR HELPING THE YOUNG RANGERS MEN AND WOMEN WHEN THEY WOULD FIRST COME INTO THE PART OF THE ARCTIC WILDERNESS THEY LIKED TO DO IT BECAUSE IT IS CHALLENGING. I ALWAYS HAD TWO ORDERS: ONE WAS KEEP THEM ALIVE. AND THE SECOND WAS TEACH THEM ENOUGH TO STAY ALIVE WHEN YOU ARE GONE. AND I USUALLY REFER TO THEM AS YOUNG PEOPLE REGARDLESS OF THEIR AGE BUT THERE IS AN ATTITUDE IN THE NATIONAL PARK SERVICE THAT IS WONDERFUL. THEY STOP HERE AND I WANT TO SEE THE BIGGEST BALL OF 2009 TWINE.>>MOUNT RUSHMORE WAS NOT FINISHED?>>IT IS AN UNFINISHED MONUMENT. THIS CRAZY SCULPTOR WAS BROUGHT TO SOUTH DAKOTA BY THE A STATE OFFICIAL IN SOUTH DAKOTA WHO JUST DID NOT THINK AT THE BEAUTIFUL LANDSCAPE OF SOUTH DAKOTA WOULD BE ENOUGH TO DRAW TOURISTS IN THE NEW AGE OF THE ROAD TRIP BEGINNING IN THE 20TH CENTURY AND THEY NEEDED TO HAVE SOMETHING BIGGER AND BETTER. AND BORGLUMP CONVINCED HIM TO PUT PRESIDENTS UP THERE. AND HE REALLY WANTED TO CARVE THEM DOWN TO THE WAIST AND WAS GOING TO PUT A SECRET ROOM IN THE BACK OF JEFFERSON’S HEAD THAT WAS SUPPOSED TO CONTAIN THE DECLARATION OF INDEPENDENCE AND OTHER HISTORIC DOCUMENTS BUT THEY RAN OUT OF MONEY. SO PRESIDENT ROOSEVELT DECLARED IT FINISHED.>>IT’S DONE.>>AND THERE IS A MONUMENT TO CRAZY HORSE BEING BUILT NEARBY?>>A LOT OF NATIVE-AMERICANS FEEL IT IS A DESECRATION OF SACRED NATIVE-AMERICAN LAND WITH FOUR WHITE GUYS SO HERE IS CRAZY HORSE THIS IS A MONUMENT ON A NEARBY MOUNTAIN THAT IS WHAT IT’S GOING TO LOOK LIKE FINISHED LONG AFTER ALL OF US ARE DEAD IT WILL TAKE 100 YEARS TO FINISH IT. AND LOOK AT THAT. I GOT TO GO AND THIS IS NOT WHERE THE PUBLIC IS ALLOWED TO GO BUT WE GOT TO GO UP ON THE MOUNTAIN. AND ACTUALLY FILM UNDER CRAZY HORSE’S CHIN. AND WE WERE CAUTIONED WATCH YOUR STEP UP THERE BECAUSE IT’S NOT FOR THE PUBLIC AND IF WE HAD TAKEN A WRONG STEP WE WOULD HAVE FALLEN TO OUR DEATHS.>>THOSE ARE MASSIVE.>>AND THAT IS OUR FILM CREW AND PRODUCER AND CAMERAMAN, I AM ON IN THE STUDIO RIGHT NOW. THE THING THAT IS AMAZING AT THE BEGINNING IS THIS NOTION THAT IF YOU WERE SOME LITTLE TOWN AFTER THE CIVIL WAR YOU COULD NOT AFFORD TO HIRE A SCULPTOR SO YOU GO TO A CATALOG AND A TOWN IN THE SOUTH THEY WOULD PUT A CONFEDERATE HAT ON THE STATUTE AND THE TOWN IN THE NORTH THE SAME COMPANY WOULD PUT A UNION HAT SO IT IS A CRAZE LIKE LIKE WHO KNEW? BUT ON THE OTHER HAND NOW THESE ARE SOME OF THE MONUMENTS BEING TAKEN DOWN. BECAUSE WE’VE COME TO THE NEW TIME WHEN WE ARE LOOKING BACK ON THIS AND A LOT OF CONFEDERATE MONUMENTS WERE ERECTED LONG AFTER THE CIVIL WAR WHEN THE JIM CROWE ERA WAS BEGINNING AND THEY WERE TRYING TO SHOW THEY WERE STILL DIXIE AND A LOT OF THE MONUMENTS ARE COMING DOWN NOW.>>LAST WEEK WAS 10 STREETS THAT CHANGED AMERICA AND TONIGHT IS MONUMENTS.
